About Governors of Emeritus

The title of Emeritus of the Propeller Club Port of San Diego Board of Governors is a distinction awarded to recognize past board members for their extraordinary and significant contributions. This status keeps them affiliated with the Club and grants them privileges in appreciation of their commitment.

Our inaugural Emeritus members have been with the Club for over two decades, witnessing and contributing to its many transitions. Their unconditional dedication of time and expertise has been invaluable. We honor them with this title and extend our heartfelt gratitude. Thank you all!

Governor: Lee Wilson

Governor: Lee Wilson

Lee Wilson started his maritime career on April 24th 1971, when he started work at Triple A South’s ship repair office at 2960 Main Street. He worked for Art Engel, who most graciously allowed Lee to continue his studies at SDSU’s School of Business. He then went on to law school at night and became a member of the California Bar Association in 1981. He practiced law as an in-house corporate lawyer at Triple A South and then on to Continental Maritime, as General Counsel and Vice President. Lee retired in 2011 from Continental, but continued to do legal work on the waterfront and pro bono work in Barrio Logan. He originally joined the Propeller Club in July 1975 and remains active to today.

Governor: Stan Westover

44 years of Maritime Transportation and Logistics experience both in the Private and Public sector. Director of Marine Operations Port of San Diego 1989-2005. Director of Operations Port of Long Beach 1982-1989. Kings Point graduate 1968. Commander U.S. Naval Reserve, Retired 1968-1993. National Defense Transportation Association Distinguished Service Award, San Diego Chapter #074 2005-2006. Member of the Propeller Club for 30 years. President 2009/10 and Board of Governors for 25 years. Was privileged to encourage maritime companies throughout San Diego to become members of the club and grow our membership.

Governor: Steve Frailey

Governor: Steve Frailey

Steve Frailey served as a U.S. Navy Diver from 1981 to 1985, primarily in the Mediterranean. After his service, he returned to San Diego and became Department Head and Dockmaster at Campbell Shipyard until it closed in 1999. In 2000, he partnered with Grant Westmorland to form Westcoast Tug & Barge, which evolved into Pacific Maritime Group and Pacific Dredge & Construction. In summer 2024, Steve sold his shares and is winding down his career but still operates tugs under his Master of Towing Vessel license. He has been active in the maritime community as a two-term President of the Propeller Club, Director Emeritus, Life Member of the Navy League, past Board Member of The Maritime Alliance and San Diego Maritime Museum, Voting Member of the San Diego Harbor Safety Committee, Staff Commodore at Southwestern Yacht Club, and Member of the International Order of the Blue Gavel.
